The Office of the Controller presents its report conceming the department head transition 
at the Port of San Francisco (Port). Monique A. Moyer was appointed executive director of 
the Port effective May 6, 2004, to replace former Executive Director Douglas F. Wong. 

The Port properly transferred authority, assets, and funds upon the transition of the 
department heads. The Port also properly executed other procedures in the transition of the 
department heads, including processing payroll transactions.

INTRODUCTION 



BACKGROUND 

AS part of the responsibilities of the Office of the Controller 
(Controller) to ensure that the City and County of San 
Francisco (City) properly safeguards its assets, the 
Controller's Financial Audits Division conducted a review of the 
department head transition at the Port of San Francisco (Port). 
Monique A. Moyer was appointed executive director effective 
May 6, 2004, to replace Douglas F. Wong, who resigned effective 
close of business on May 5, 2004. 



SCOPE AND METHODOLOGY 



The purpose of our audit was to determine whether the Port 
followed proper procedures in the transition from former Executive 
Director Douglas F. Wong to current Executive Director Monique 
A. Moyer. We determined whether the Port properly computed pay 
transactions during the transition periods. We also determined 
whether all city assets under the former executive director's 
control were returned. Finally, we determined whether all of the 
former executive director's travel advances and personal expenses 
were liquidated. In conducting the audit, we interviewed pertinent 
staff at the Port and other city departments and obtained supporting 
documents when appropriate.

AUDIT RESULTS 



THE PORT OF SAN FRANCISCO PROPERLY 
EXECUTED PROCEDURES IN THE TRANSITION 
OF ITS DEPARTMENT HEAD 

The Port of San Francisco properly ensured that the former 
executive director returned all city assets he had held and 
properly recorded all assets assigned to the new executive 
director. The Port also properly canceled the former executive 
director's authority to sign city documents, and established the new 
executive director's signatory authority, hi addition, the Port 
correctly computed payroll transactions for both the former and the 
current executive directors. 



We conducted this review according to standards established by 
the histitute of hitemal Auditors. We limited our review to those 
areas specified in the audit scope section of this report.
